Whole Life Development Pathway
The British Training Board (TBTB cic) is committed to fully supporting The Welsh Assembly Governments strategy.

In April 2018 the Cabinet Secretary for Local Government & Public Services outlined plans for a scoping exercise to be undertaken by Welsh Government in order to identify any perceived gaps in services for veterans and families in Wales. The terms of the exercise were agreed at the Armed Forces Expert Group on 26 September 2018.

The scoping exercise will support implementation of the first ever UK Veterans Strategy. As has been acknowledged by all partners, delivery of the Veterans strategy will look different across the UK, reflecting local circumstances. The results of this scoping exercise will inform Welsh Government delivery towards the shared vision contained within the UK Veterans strategy and we will continue to regularly engage with all UK partners as this work is taken forward.

Scoping Engagement Support

Between October 2018 and February 2019, the following activity took place to support the scoping exercise:
• An online/hard copy survey generated 1007 usable responses from veterans, families and support organisations.
• Officials attended over 40 veteran support groups / meetings with providers. Of these 22 were specific support groups run by veterans for veterans. Meetings were held across all regions of Wales.
• Officials engaged with over 250 veterans face-to-face including family members.

Since March 2019, TBTB cic has been focusing and developing a more “Streamlined” approach to these requirements. Our Project Director and CEO have delivered many presentations and held meetings with key organizations across Wales. This has identified the following key requirements.

3 Key Requirements
1. Accurate initial assessment required for each individual or family seeking or referred for support. This assessment will identify, prioritize and create an appropriate personal or family wellbeing action plan.

2. Support services should be offered and delivered initially on a regional basis, and then via locally accessible venues within each local authority area.

3. Lead organisations are required to coordinate and deliver the most appropriate gaps in service such as, Education Partners, Employers, Government Departments, Service Charities and Health Boards across Wales

TBTB cic propose that to achieve a total seamless transition from service into local communities across Wales. At least one Regional Armed Forces Community Support HUB is required to be located within each of the 5 identified zones. Welsh Assembly Government has already appointed an Armed Forces Liaison Officer (AFLO) for each zone. Additionally, TBTB cic are seeking to employ 5 HUB Coordinators/Managers, who will manage and develop the regional support services. In doing so providing the links to further local support within each local authority governed community.

2020 will see the first 3 of these hubs being opened in the following identified zones.

January 2020- Zone 5 South West Wales, covering Swansea, Neath, Port Talbot and Bridgend.

February 2020- Zone 4 Gwent, covering Newport, Monmouthshire, Blaenau Gwent, Torfaen and Caerphilly.

April 2020- Zone 3 South East Wales, covering Merthyr, RCT, Vale of Glamorgan and Cardiff.
